Is Your Business Qualified for BMBE?

Starting a business or growing a small enterprise comes with many financial responsibilities. Fortunately, your business may qualify for registration as a Barangay Micro Business Enterprise (BMBE) under Republic Act No. 9178 (Barangay Micro Business Enterprises Act of 2002), which grants qualified micro enterprises certain incentives under the law.

Who May Qualify for BMBE?


Businesses engaged in production, processing, manufacturing, trading, or services may apply for BMBE registration, provided they meet the qualifications prescribed under Republic Act No. 9178 and its Implementing Rules and Regulations (IRR).


These businesses may be organized as:


  • Sole Proprietorship

  • Partnership

  • Corporation (including a One Person Corporation or OPC)

  • Cooperative

  • Other business entities, where applicable under existing laws and regulations


To qualify, the business must have total assets not exceeding ₱3,000,000, excluding the land on which the business office, plant, and equipment are situated, as provided under RA 9178.


Please note that eligibility is not determined solely by the type of business entity. The nature of the business, its total assets, and compliance with the qualifications prescribed under RA 9178 and its IRR are also considered during the evaluation process.

Certain businesses or activities may not qualify for BMBE registration under RA 9178 and its Implementing Rules and Regulations. For example, services rendered by individuals in the exercise of a profession requiring a government licensure examination are generally excluded from the definition of a BMBE.



What Are the Possible Benefits of BMBE Registration?


Subject to RA 9178, its Implementing Rules and Regulations, and the evaluation of the appropriate government authority, registered BMBEs may qualify for benefits such as:


  • Income tax exemption on income arising from the operations of the registered BMBE, subject to applicable tax laws and regulations

  • Access to certain government assistance, financing, special credit windows, technology transfer, training, marketing assistance, or other support programs that may be available under existing laws and government programs

  • Opportunities to reinvest business savings into operations, expansion, and future growth


The incentives available to each business may vary depending on its qualifications and continued compliance with the applicable requirements.
