Solo Parent? Here’s a PhilHealth Update You Need to Know
Are you a qualified solo parent? There’s an important PhilHealth update you should know about!
Under the Expanded Solo Parents Welfare Act, qualified solo parents and their children or eligible dependents may be covered by the National Health Insurance Program (NHIP). PhilHealth Circular No. 2026-0015, published on September 26, 2026, further clarifies their coverage and benefits. The implementation of the premium contribution subsidy for qualified solo parents was reported to begin on September 24, 2026.
What does this mean for solo parents?
The National Government will shoulder the PhilHealth premium contribution of qualified solo parents who are not employed. For solo parents who are employed, the premium contribution will be shared equally by the employer and the National Government, subject to applicable PhilHealth guidelines.
Why Your Solo Parent ID Matters
If you are a qualified solo parent, your valid Solo Parent Identification Card (SPIC) is important.
PhilHealth requires a valid SPIC for members to be tagged under the Solo Parent category, subject to its registration and validation procedures. Keeping your ID valid and your membership details updated can help ensure that your records reflect your solo parent status.
If you do not yet have a valid SPIC, you may inquire at your local government unit’s Solo Parents Office or Solo Parents Division about the application or renewal process. citeturn706302view1turn524309search23
Employers Should Review Their Records Too
Employers with qualified solo parent employees should also review their PhilHealth records and coordinate with their HR or payroll teams.
Here are a few important steps to consider:
Check whether the employee has a valid SPIC.
Confirm that the employee’s PhilHealth membership information is updated.
Coordinate with PhilHealth regarding the required documents and applicable premium contribution procedures.
Review payroll records to ensure that contributions are handled according to the applicable PhilHealth guidelines.
Keeping employee records accurate can help businesses manage their government compliance responsibilities more efficiently.
